    You are telling the truth about the HARP program not being for everyone. It seems like even the home owners who fit the guidelines to the tee don't always get approved. It is important to consider options beyond HARP.

    It’s true that HARP government program is not designed for everyone it is for those who are under water, have an interest rate higher than prevailing interest rates and have an ARM (adjustable rate mortgage) that has re-set or will re-set shortly but for those who are behind on your loan payments, then you wouldn't be able to qualify for that program. So we need to consider other options beyond HARP.
